President Barack Obama has nominated Vice Admiral Michelle Howard for a fourth star which, assuming the Senate confirms the nomination, would make her the Navy’s first female full admiral. The current deputy chief of naval operations for operations, plans, and strategy has been tapped as a potential vice chief of naval operations, which is the second highest-ranking officer in the service.
